City of Tucson Offering Bonus For Landlords

The City of Tucson has a new Landlord Incentive Program and will pay bonuses for new landlords to particpate in the improved Housing Choice Voucher Program. 

The City of Tucson's Department of Housing and Community Development (HCD) will implement a Housing Choice Voucher (HCV) Landlord Incentive Program. HCD will use Federal CARES Act funding dollars as bonuses for new and existing landlords participating in the Housing Choice Voucher (HCV) Program. 

To encourage and increase the number of landlords participating in the HCV program, incentive options will be offered to new landlords and they will have the ability to choose from:   

  1. A one-time disbursement of 1.5 times one month's rent; or   

  1. A $500 leasing bonus monetary incentive to landlords who lease a unit to participants of the HCV program in the City of Tucson or Pima County Jurisdiction; or 

  1. A leasing bonus plus rent differential payment. This incentive will be issued to landlords only if they were required to reduce their rent based on unit affordability over a 12-month period to provide a one-time distribution of the rental difference 

Already a landlord through the HCV program? 

Existing landlords may apply for the Landlord Incentive Program, with the following two options: 

  1. A one-time distribution of $250 

  1. A lease renewal bonus, plus a rental differential of up to $150 per month over a 12-month period. (See application for further details) 

HCV Program Improvements in 2020: 

  • 187 new landlords signed up for the HCV Program  

  • 925+ families from the waitlist offered housing 

  • Inspection turn around time decreased from 13 days to 4 days 

  • The average first housing assistance payment decreased from 39 days to 15 days 

  • $2 million increase in HCV funding for 2021 

  • New Landlord Support Team to assist landlords with missing payments, deposits, lease issues, adding new landlords to the HCV program, and other questions.
